Public utilities are commonly used to provide water, sewer, electricity, natural gas, communication systems, and other essential services. We need to start thinking of food in the same way. 

Dr. Ikerd writes on sustainability and agriculture. Among his many books are Small Farms are Real Farms and Crisis and Opportunity: Sustainability in American Agriculture.
